Framework overview

About the Licensing Framework

This page explains how the licensing framework is typically read in practice: how categories relate to scope, what “permitted activities” actually mean, and why counterparties treat public verification as the baseline.

Informational content only. Not a licensing portal. Not legal advice. Always rely on the public register record for status, scope and conditions.
What it is

How the framework works (in plain English)

Category is a container A license category describes a general class of financial activity. It does not automatically authorize everything inside that category.
Scope is the practical truth Scope is what counterparties evaluate: what you do, where funds sit, who the principal is, and how responsibilities map.
Verification is non-negotiable Trust is built by reading the record: status, scope, conditions, and any limitations explicitly stated.
What it is not

Common misreads to avoid

Not a marketing label “We are licensed” is meaningless without scope, conditions and record visibility.
Not a banking guarantee Banking outcomes follow consistency: model, flows, controls, and disclosures matching the record.
Not “sub-license” shopping The safer approach is aligning your operational model with actual scope, permissions, and publicly verifiable activities — not relying on informal or unsupported category descriptions.
Core logic

Licenses do not grant activities. Scope does.

Counterparties (banks, PSPs, LPs, vendors) read the licensing position like a consistency test. The record is step one; operational reality is step two.

Framework category → Declared scope → Permitted activities → Counterparty acceptance

How banks and vendors interpret the framework

Most due diligence questions collapse into the same set of checks. This is why “scope clarity” usually matters more than category names.

Banks / PSPs Verification-led

Banking and payments onboarding

Banks typically verify the record, then validate the operational story: funds flow, customer type, countries, counterparties, controls, and consistency between declared scope and actual activities.

Read banking expectations

Vendors / LPs Scope matching

Liquidity, technology, and brokerage infrastructure

Vendors tend to look for: who is principal, whether you execute for clients, how conflicts are handled, how abusive trading is monitored, and whether the setup matches the record and disclosures.

Verification

The public record is the reference point

License claims should be verified against the public register record. Do not rely on screenshots, PDFs, or marketing statements.

Verify on the official registry

Visit registry.neveslicensingauthority.org and confirm status, scope, conditions, and record details.

Why scope clarity matters

Scope clarity reduces friction: fewer follow-ups, fewer mismatched expectations, and fewer “we need more docs” loops.

If a record cannot be found on the registry, treat the license claim as unverified until confirmed.
